The article discusses the proposals formed by the members of the interdepartmental Commission on the transformation of the police in the Russian Empire (1906-1917). They related to the effectiveness of the activities of public self government bodies and the police in maintaining deanery, order, and security at the city and territorial levels (zemstvo levels). The complex of revealed shortcomings, problems and gaps that were a significant brake is shown, the content of individual directions for their elimination is revealed. The author reveals the content of the proposals of the members of the Commission to expand the legal status of city dumas (parlaments), zemstvos (territorial devisions), assemblies, allowing them to adopt mandatory resolutions for the local population in order to comply with the rules of the hostel, maintain order, security, exclude epidemics, epizootics. To this end, amendments were formed in Article 108 of the City and Article 108 of the Zemstvo Regulations, with the expansion of the subject matter, the procedure for the adoption and implementation of mandatory resolutions in practice.
