The economy of procedural coercion is the most important condition for the application of preventive measures, which operates at all stages of the criminal process (and in special proceedings) against suspects, accused and convicted persons of any age, as well as in all criminal cases of varying severity of the committed illegal act. Compliance with this requirement by a competent official implies the right to choose a specific interim measure only after discussing the impossibility of using a milder one. In this regard, in the normative consolidation of the system of measures of criminal procedural impact, a clear hierarchy should be traced according to the degree of restriction of human rights and freedoms. Based on the analysis of the norms of the Criminal Procedure Code of the Russian Federation, scientific literature and opinions of law enforcement officers, the author suggests his own approach to the need for the location of preventive measures.
