The article examines the organization of activities of special institutions for the social rehabilitation of persons who do not have a permanent place of residence and employment, who have committed administrative offenses in the USSR, using the example of the Irkutsk region. The article analyzes the forms and methods of functioning of the institutions under consideration, their role in the prevention, detection, and investigation of crimes, as well as in the search for persons of various categories in the region under consideration. The article also examines the regulatory legal acts of the USSR, the RSFSR, and the Department of Internal Affairs of the Irkutsk Regional Executive Committee, which are aimed at improving the activities in this area.
