The article reveals the connections and patterns between the urgent needs of public authority in various historical periods, on the one hand, and the institutional and functional changes in the police, on the other hand. It analyzes the functional features of police entities and their participation in solving the tasks of public authority. The article concludes that the police has historically been involved in solving the urgent and most important tasks of public authority, ensuring its stability and self-preservation, as well as preserving the integrity and unity of society. It emphasizes that the tasks of public authority are the driving force behind the development of the police. It is noted that a naturalconsequence of this development was the institutionalization of the police in the structure of the state apparatus as an independent body that united and concentrated the police function and police activities of the state
