Благодаря введенным в научный оборот архивным документам реконструирована фрагментарная история воздушной разведки Германии и Австро-Венгрии в европейских губерниях (военных округах) российского государства, а также инициированные им законодательные меры контрвоздухоплавательного реагирования в период между Русско-японской и Первой мировой войной. Раскрыты отдельные эпизоды законотворческой деятельности в сфере борьбы с государственной изменой в форме шпионажа в Российской империи. Сделан вывод о том, что модернизированное уголовное законодательство Российской империи в части борьбы с нарушителями ее воздушного пространства, а также соответствующие распоряжения Совета министров не смогли создать существенные юридические препятствия воздушно-разведывательному вмешательству из стран Тройственного союза.
Thanks to the archival documents introduced into scientific circulation, the fragmentary history of the aerial reconnaissance of Germany and Austria-Hungary in the European provinces (military districts) of the Russian state has been reconstructed, as well as the legislative measures of counter-air navigation response initiated by him in the period between the Russo-Japanese and the First World War. Some episodes of legislative activity in the field of combating treason in the form of espionage in the Russian Empire are revealed. It is concluded that the modernized criminal legislation of the Russian Empire in terms of combating violators of its airspace, as well as the relevant orders of the Council of Ministers, could not create significant legal obstacles to aerial intelligence intervention from the countries of the Triple Alliance.
